Defining Adequacy in Funding for ECEC

Overview

Rather than just tracking funding streams and what they fund, we think first about what kids and families need and what that costs. This is how we identify key metrics for program effectiveness, including factors specific to particular populations of children.

We define adequacy in funding for ECEC through:

  • Cost modeling of current systems mapped to funding targets for true cost of quality education and care
  • Whole-system adequacy and equity analysis—across child care, preschool, Head Start and home visiting funding streams, and EI/EC Special Education as appropriate
  • Methods for assessing equity across geography, race, age groups, and other dimensions
  • Research-based approaches to assessing complex whole systems
