Better Data for Designing Early Childhood Systems that Meet the Needs of Families

Overview

In partnership with NORC at the University of Chicago, CELFE explores how small area estimation techniques can help communities better understand families’ early childhood needs and design services accordingly. Drawing on work in Lake County, Illinois, where CELFE and NORC piloted a new approach to measuring the need for early childhood services, the brief examines the limitations of commonly used measures of early childhood demand and highlights how more detailed, community-level data can support stronger planning, funding decisions, and cross-system coordination. By focusing on the types of services families need and want, this approach offers communities a more precise tool for building responsive early childhood systems.
