The state of Wyoming engaged Foresight Law + Policy and CELFE to propose a funding formula based on the actual expenses of administering early childhood special education in Wyoming. The team put together a Special Education Funding Formula work group that was comprised primarily of CDC leaders and representatives from the executive branch of state government and provided recommendations and insight throughout the process. The work group used cost modeling to build a funding formula that is equitable and adequate for Part B and Part C services.
