Establishing and Implementing Target Compensation for the Child Care Workforce

Overview

CELFE walks participants through understanding the complex multi-step process of and the importance of establishing a ‘target’ salary scale for the child care workforce. Compensation targets can help system leaders understand the investment necessary to stabilize supply and build the quality of child care. The first step is to understand what level of compensation is competitive in the overall labor market for each economic region of the state.

We will walk through actual examples of efforts happening across the country to address compensation and lead a discussion on considerations for each strategy. The strategies that will be reviewed include tax credits, subsidy rate increases, foundational funding grants, workforce bonuses, and more. Using several examples where efforts have been underway for enough time to begin to evaluate, we will review the impact these strategies have actually had – and the lessons learned/trade-offs made in operationalizing the strategy.
